Spain’s success in navigating over or around these historically disruptive social and political
cleavages on its way to a consolidated, democratic political system is, to some extent, the product of social changes, some of which we will examine in this chapter. But to a considerable degree, it is also the product of the particular way that the founding elites of this new democracy interacted with one another during the crucial stages of the transition. These patterns of behavior have been referred to by Spaniards as “the politics of consensus.” Outside observers have called them “the Spanish model” of democratic transitions. This model has helped to guide other democratizing political leaders in their respective regime transitions (e.g., in Poland, Hungary, and Korea).
