New carriage requirements for a stability instrument on tankers will enter into force on 1 January 2016.

MARPOL Annex I, the IBC/BCH Code and the IGC/GC Code/Existing GC Code have been amended by IMO resolutions MEPC.248(66)+corrigendum, MSC.369(93), MSC.376(93), MSC.370(93), MSC.377(93) and MSC 93/22/Add.1(Annex 13+corrigendum)respectively and require that new and existing tankers shall be fitted with an approved stability instrument capable of verifying compliance with intact and damage stability requirements

Requirements are applicable to new oil/chemical tankers constructed on or after 1 January 2016 and new gas tankers constructed on or after 1 July 2016. They are also applicable to existing tankers subject to the following retroactive application schedule:

1. Oil / chemical (and GC/EGC) tankers constructed before 1 January 2016 shall comply at the first scheduled renewal survey of the ship on or after 1 January 2016 but not later than 1 January 2021.

2. Gas (IGC) tankers constructed before 1 July 2016 shall comply at the first scheduled renewal survey of the ship after 1 July 2016 but not later than 1 July 2021.

3. Stability instrument fitted on an oil / chemical (and GC/EGC) tanker constructed before 1 January 2016 and gas (IGC) tanker constructed before 1 July 2016 need not be replaced provided it is capable of verifying compliance with intact and damage stability, to the satisfaction of the Administration.

Alternatively, Flag Administration may waive the mandatory carriage requirements when :

1. Tankers which are on a dedicated service, with a limited number of permutations of loading such that all anticipated conditions have been approved in the stability information provided to the master in accordance with loading and stability information booklet;

2. Tankers where stability verification is made remotely by a means approved by the Administration;

3. Tankers which are loaded within an approved range of loading conditions; or

4. Oil / chemical (and GC/EGC) tankers constructed before 1 January 2016 and gas (IGC) tanker constructed before 1 July 2016 provided with approved limiting KG/GM curves covering all applicable intact and damage stability requirements.

Flag Administration or Bureau Veritas shall issue a document of approval for the stability instrument having regard to the performance standards recommended by the IMO:

1. Part B, chapter 4, of the International Code on Intact Stability, 2008 (2008 IS Code), as amended;

2. Guidelines for the Approval of Stability Instruments (MSC.1/Circ.1229), annex, section 4, as amended

3. Technical standards defined in part 1 of the Guidelines for verification of damage stability requirements for tankers (MSC.1/Circ.1461)

The forms of the IOPP supplement Form B , IBC certificate , BCH certificate , IGC certificate , GC certificate, EGC certificate have been amended to reflect those new provisions and the applicable waivers.

Owners / managers shall ensure that their vessels are in compliance with the new regulations in due course and shall prepare in advance for the implementation of the above requirements, bearing in mind the time needed for the development of specific software and the associated approval process.
