Their broad reach into society means that companies’ products and practices can be associated with a variety of issues such as working children’s rights, product safety, environmental issues, access to education, health and water, child trafficking, child labour, protection from violence, abuse, commercial sexual exploitation and family friendly employmentThe UN has with the “Guiding Principles on Business and Human Rights” explicitly recognized corporate responsibility to respect human rights including child rights[1]. To offer guidance on what business can do to respect and support child rights Save the Children, UNICEF, and the UN Global Compact launched The Children’s Rights and Business Principles (CRBP) in March 2012. These principles are guided by the Convention on the Rights of the Child (CRC), the UN Global Compact Principles and the UN Protect, Respect and Remedy Framework. Furthermore, the Committee on the Rights of the Child issued in April 2013 a ‘General Comment’[2] explaining the responsibilities of the private sector to respect the rights of children as defined in the Convention. Child rights have thus over the past few years grown to gain significant recognition as a central element of CSR. However, in many countries there is a long way to go from the UN conventions and frameworks to the realities children face in relation to business.For companies to embark on integrating CC CSR, knowledge and tools still need to be developed to provide concrete guidance to companies. Recognizing this need, both UNICEF and Save the Children have embarked on development of global generic toolkits[3] translating the CRBP into concrete guidance on how to incorporate the principles into business policies and practices. Such tools have a potential reach to companies worldwide. At the same time, the challenges that the corporate sector face in terms of respecting and supporting children and youth differ across geography and industries along with the impact and challenges children and youth face in relation to business. While industry-specific tools are in the works with some organizations as UNICEF, there still is a gap in translating the CRBP and the industry tools into CC CSR in local contexts.
Save the Children currently implements a DANIDA funded project “Integrating Child-Centered CSR in West Java and beyond”, aimed at improving living and working conditions for vulnerable children and youth. The project objectives are :

This project will work on localizing the CRBP and develop a CC CSR tools for hospitality industry.
Objective and scope of work
Objective of the consultancy is to develop Child Centered CSR toolkits for hospitality industry in West Java. The tools will provide short and action oriented practical guidance to the hospitality industries using the CRBP framework.
Methodology
To ensure the tools match the needs of the industry and address the challenges that children face in relation to the industries, the tools will be based on inclusion and feedback from stakeholders and beneficiaries. The children’s voice will be included through feedback from children’s forum meetings (100 children and youth age 15-14 will be consulted) and interviews. Consultations with the working group representatives from the PHRI, representatives of companies testing out the tools and the Bandung City Government will also be engaged and consulted for inputs and feedback. Multi-stakeholder dialogues will be conducted at the beginning of tool development as well as once the first versions of the toolkits have been developed. These principles of inclusion of all stakeholders and beneficiaries will make the tool of higher quality in terms of responding to real needs. Additionally, it will increase ownership and buy-in from the business and increase the approaches legitimacy from the communities including the children themselves.
Key deliverable
Consultant should be able to deliver Toolkits for the CC CSR in hospitality business in West Java as the key deliverable of this consultancy.
The toolkits will follow the process outlined in the UN Guiding Principles on Business and Human Rights and Child Rights Business Principles. Thus, in light of the context, the toolkits should provide descriptions, examples and templates to inspire
Develop policy commitments, code of conduct and other policies
Use a self assessment toolkit regarding impact on child rights in the workplace, marketplace and in the community and
Design and implement a strategy to address child rights issues – also going above compliance
Tracking and reporting progress on key child rights issues
Develop complaint and remedy
Time Frame: From 10 February to 30 April 2015 for a maximum of 30 accumulative working days[4]
Time line, key activities and expected
The following timeline is designed to develop toolkits for hospitality sector, considering current confirmation of commitment of involvement from PHRI and some identified committed hotels and restaurants testing out the tools.

Qualifications/requirements of the consultant
The Interested consultant should have:
Advanced university degree in a relevant field of social sciences. Previous experience in development of toolkits for companies, preferably experience related to promotion of children’s or human rights. Solid experience in conducting participatory research methodology, including with children Ability to design or recognize effective tools to use, as well as orient others on their use. Ability to synthesize large amounts of information combining quantitative and qualitative data. Profound knowledge of human (including child) rights based approach to business, knowledge of relation UN Guiding Principles on Business and Human Rights is an advantage Solid knowledge of the retail and/or the hospitality sector in Indonesia is considered an asset. Understanding and knowledge of the Indonesia and West Java business and social context. Excellent written Bahasa and English.

Save the Children’s support and supervision:
During the consultancy, Save the Children will:
Organize all consultancy group meetings with working group members, steering committee and
Provide lists of relevant stakeholders (PHRI, APINDO and KADIN West Java Province), as well as Government stakeholders for any individual
Provide materials on child rights and business
Supervise and guide consultant’s work
Provide CRBP Mapping result conducted by the consortium of CRBP consist of Save the Children, UNICEF and IGCN.
