Are the existing professional guidelines and ethical codes in the United
States and elsewhere in the Western world satisfactory? Stevens (this volume)
does not think so. For instance, he observes that the approach of the
American Psychological Association (APA) to ethical practice remains “conservative,
hierarchical, and self-serving.” An excessive concern for informed
consent, proper record keeping, transfer, and termination can easily interfere
with timely and eff ective intervention in emergency situations, with serving
eff ectively international and culturally varied populations unfamiliar with
the rather legalistic approach of American middle-class professionals, and
with helping groups that prefer a more measured, collectivistically oriented
style of decision making. In addition, by placing the therapists’ avoidance
of lawsuits and compliance with legal authority above their commitment to
their clients’ welfare, the American system creates contradictions in the ethical
basis of therapy itself.
