Why do it now? A strident call has come from no lesser than the President of
the United States:
There is critical infrastructure so vital that its incapacitation, exploitation,
or destruction, through terrorist attack, could have a debilitating effect
on security and economic well-being . . . The Secretary shall coordinate
protection activities for each of the following critical infrastructure sectors:
information technology; telecommunications . . .
