Schultz’ book “Transforming Traditional Agriculture” called for a major shift from agricultural extension towards investment in agricultural research and human capital. His book was released five years after the establishment of IRRI in the Philippines, and a year before CIMMYT in Mexico. It reinforces the emphasis on agricultural research given by Rockefeller and Ford Foundations. IRRI and CIMMYT were successful in developing high yielding dwarf varieties of rice and wheat, which were rapidly adopted in many areas of the third world countries during the 1960s. The “Green Revolution” or “high-payoff input model” replaced the diffusion/community development model as the dominant agricultural development model for field practicioners.Ohkawa (1964), Mellor (1969), Johnston (1969) studies this phenomenon further. Rapid grain/fertilizer adoption was influenced by the fact that they are highly divisible and scale neutral, allowing them to be incorporated into existing system of small-scale agriculture
