SinceCongress created the program in 1958, SBICs have financed more than 107,000 smallbusinesses for a total of about $60 billion. Recently, SBIC benefited 1,477 businesses,and 24 percent of these firms were less than two years old.18State of Small Business During the RecessionCelebrating the 47th annual observance of National Small Business Week in May2010, President Obama stated,Our nation is still emerging from one of the worst recessions in our history, andsmall businesses were among the hardest hit.
