According to Rantanen (2007), performance measurement is a procedure to support the decision making process using the gathered information about target achieved and accuracy of the estimation. It is about to get a comprehensive opinion on the operation and to collect information on the performance dimension. Another equally important component for assuring the quality of higher education is the quality infrastructural development, apart from the teacher and students input. This is because the operations of staff and students will be worthless if adequate preparation is not made for relevant facilities, equipment and materials to be made available when they are needed by the users. Thus infrastructural facilities are the essential tools with which activities and operations of the institutions are carried out. This main focused of this study to on determine the existence of those qualities in the infrastructural development of the institutions under study. These include: availability, adequacy, student friendliness, maintenance culture, global accessibility and environmental safety and sanitation of the institutions. Performance also related to the quality, where quality term is use to reflect the degree of excellent product or service that fulfils or exceeds people expectations. Situations today make quality as a major weapon or tool for the organization to use in the drive to improve their performance (Baguley, 1994). So, from here we can consider that quality must be the thing that organization should looking forward and put it at the top because the competition today getting stiffer besides the high expectation on physical assets and facilities from customers.

The significant of this is to measure the quality of the physical assets and facilities development in higher institutions focus on perspective of physical assets and facilties development programmes which is available in the higher institutions, assessing the core activities process on physical assets and facilities development, comfortability physical assets and facilities development, assessing the level of maintenance culture in higher institutions, assessing the level of global acceptability of the infrastructural development in the higher institutions and examining the environmental safety and sanitation of the higher institutions

1.2. Soal Pernyataan
Menurut Rantanen (2007), pengukuran kinerja adalah prosedur untuk mendukung proses pengambilan keputusan menggunakan informasi yang dikumpulkan mengenai target tercapai dan akurasi dari estimasi. Ini adalah tentang untuk mendapatkan opini yang komprehensif tentang operasi dan untuk mengumpulkan informasi tentang dimensi kinerja. Komponen lain yang sama pentingnya untuk menjamin kualitas pendidikan yang lebih tinggi adalah pengembangan kualitas infrastruktur, terlepas dari masukan guru dan siswa. Hal ini karena operasi staf dan siswa akan berguna jika persiapan yang memadai tidak dibuat untuk fasilitas yang relevan, peralatan dan bahan yang akan dibuat tersedia ketika mereka dibutuhkan oleh pengguna. Sehingga fasilitas infrastruktur adalah alat penting dengan yang kegiatan dan operasi dari lembaga dilakukan. Ini utama difokuskan penelitian ini untuk di menentukan adanya kualitas-kualitas dalam pengembangan infrastruktur lembaga yang diteliti. Ini termasuk: ketersediaan, kecukupan, keramahan mahasiswa, budaya pemeliharaan, aksesibilitas global dan keamanan lingkungan dan sanitasi lembaga. Kinerja juga berkaitan dengan kualitas, di mana istilah kualitas gunakan untuk mencerminkan tingkat produk yang sangat baik atau layanan yang memenuhi atau melebihi harapan orang. Situasi saat ini membuat kualitas sebagai senjata utama atau alat bagi organisasi untuk digunakan dalam drive untuk meningkatkan kinerja mereka (Baguley, 1994). Jadi, dari sini kita dapat mempertimbangkan kualitas yang harus menjadi hal yang organisasi harus melihat ke depan dan meletakkannya di bagian atas karena persaingan saat ini semakin kaku selain harapan tinggi pada aset fisik dan fasilitas dari pelanggan.

The signifikan dari ini adalah untuk mengukur kualitas aset fisik dan fasilitas pengembangan di lembaga-lembaga tinggi fokus pada perspektif aset fisik dan facilties program pembangunan yang tersedia di lembaga tinggi, menilai proses kegiatan inti pada aset fisik dan fasilitas pengembangan, aset fisik kenyamanan dan pengembangan fasilitas, menilai tingkat budaya pemeliharaan di lembaga-lembaga tinggi, menilai tingkat penerimaan global pengembangan infrastruktur di lembaga tinggi dan memeriksa keamanan lingkungan dan sanitasi lembaga tinggi
