The KPI’s regulation requires the local government to develop their KPIs, but due to the unreliable
data, lack of supervisory system from central government and inadequate skills, the quality of KPIs are
still questionable. Even though some local governments have more comprehensive understanding of
the importance of preparation and adoption of KPI, they still faced difficulties to set outcome-based KPI.
The local government must improve their staff capability to improve the quality of KPI through training
and supervisory system. Unfortunately, there are no supporting regulations for thorough monitoring and
supervisory system from MSABR except the regular yearly evaluation.

Peraturan KPI mengharuskan pemerintah daerah untuk mengembangkan KPI mereka, namun karena tidak dapat diandalkan
data, kurangnya sistem pengawasan dari pemerintah dan tidak memadai keterampilan pusat, kualitas KPI yang
masih dipertanyakan. Meskipun beberapa pemerintah daerah memiliki pemahaman yang lebih komprehensif
pentingnya penyusunan dan penetapan KPI, mereka masih menghadapi kesulitan untuk mengatur KPI berbasis hasil.
Pemerintah daerah harus meningkatkan kemampuan staf mereka untuk meningkatkan kualitas KPI melalui pelatihan
dan sistem pengawasan. Sayangnya, tidak ada peraturan pendukung untuk monitoring menyeluruh dan
sistem pengawasan dari MSABR kecuali evaluasi tahunan rutin.
