Post 9/11 terrorist attack, US military foreign policy focused on
facilitating establishment of democracy in Middle East as a fundamental base
in Global War on Terrorism. This policy had been implemented till the war in
Iraq was ended in August 2010 and followed by the transition process in
Afghanistan government which started in early 2011. After that, US closed its
military bases and withdrew its military personnel from Middle East Region
gradually. In November 2011, US government announced that US would
change its military foreign policy focus where Asia Pacific region became the
main priority. The result indicates that this policy is made due to the rising of
China and its possibility of becoming a potential hegemony which can endanger
US position in Asia Pacific. In supporting its objective to do power projection,
China has been developing its military power with high technology and wide
range of attack capacity that possible to create anti-access/ area denial (A2/AD)
towards Sea Lines of Communication (SLOCs) in Asia Pacific. It cause China
estimated as a potential threat to the security and freedom of access in SLOCs
which is vital for US interest. This situation leads US to project and strengthen
its military power through creating and enhancing its military alliances with
Asia Pacific countries.
