GIS BUILDING SECURITY AND SECURE LOCKING ARRANGEMENTS
Dear Sir,
At this present time the GIS side doors just seem to have a simple key lock arrangement.
As you are aware the GIS Building houses substantial 800mm copper cables, extremely high value. Two circuits, GIS -Main Transformer 2 and GIS ~Main Transformer 3 have not as yet been terminated. This can be clearly seen where the single core cables are adjacent to their respective transformers.
All it would need is a team of professional thieves to enter the building though one of the side doors wherethey could then carry on their work undetected!! In the GIS cable basement is clearly obvious that six single core cables are dead because the cable terminations have not yet been made off. But in any case as long as the PLTU Celukan Bawang is without an incoming supply than all the cables are dead!!!
Once inside the GIS building the thieves could probably gain access to the basement through the three existing unused cable access openings. Once in the basement they could cut up the cables, stripping off the insulation and carrying out the copper cable core. All they would then need to do is exit the site over the fence on the southern boundary behind the GIS (This means of disposing of other site materials has already been seen in broad daylight and reported to the Security Staff)
Solution:
All the doors should be fitted with a substantially reinforced locking arrangement. Also CCTV coverage should be arranged and monitored back in the main control room.
