RELIABILITY AND APPLICABILITYThe CBA methodology in this book was developed for use by large and medium sizedpublic libraries. We tested our methodology fifteen times on fourteen different librarysystems. As we expected, local variations increased when we moved our testing fromlarge libraries to medium sized and smaller libraries. When we examined systemswith service area populations of less than 50,000 as possibilities for CBA applications,we encountered at least three types of problem.First, there is the question of cost. Even the larger of the small public librariesin the United States have operating budgets that would be hard pressed to find the$15,000–$20,000 necessary to complete a basic study. These funds are required tohire expert help and to complete valid telephone or Web based surveys with hundreds of individual library users.Second, to obtain a valid survey, we asked data processing staff of individual project libraries to pull random samples of 4,500 cardholders.
