INTRODUCTION
In recent years there has been a growing concern that having questioned the
efficacy of the Formal syllabus type approach to language teaching (grammar-
translation, audio-visual, etc.), there is now an equal concern about the efficacy
of the Functional/Notional type syllabus or the 'Communicative' approach
(van Ek 1975; Wilkins 1976; Munby 1978). Both Formal and Functional/
Notional syllabus types have a propositional plan that presents language
knowledge and the appropriate outcomes as systematic, based on structures,
networks, rules, or schemas. Where they differ is in what they focus on and the
rationale for that focus (Breen 1987b).
