Latar belakangThe ECED frontline pilot program (2015 – 2017), is intended to strengthen the system for frontline delivery of high quality, sustainable early childhood education and development (ECED) services in poor, rural communities. The program will provide support to villages and their communities in terms of raising awareness of the importance of investing in ECED for the children, as well as providing financial support to for villages to send their community teachers (playgroup and/or kindergarten teachers) to quality training programs. At the same time, activities under the pilot program are intended to strengthen the ECED teacher training system at all levels, from the national level down to the community, including those training programs managed by Non-Government organizations. A major goal is to help reduce poverty by promoting children’s attendance at quality ECED services with well-trained teachersThe pilot program is funded by the Australian Department for Foreign Aids and Trade (DFAT) and managed by the World Bank. There will be Technical Assistance to support the on-going programs of the Ministry of Villages (through the PNPM Generasi project), Ministry of National Education (Director General for ECED and Non-formal, Informal Education) and Local Governments of 25 selected poor districts. As part of the condition for being selected to receive the program benefit, each district will have to issue supporting local regulations and other aspects forf an enabling environment for ECED. In return, community in selected kecamatans within the districts will receive funds to purchase quality training for their ECED teachers.A project implementation plan will be developed and will specify the roles and responsibilities of each stakeholder, including District Government, to achieve the project’s Development Objectives. Since the program will be implemented in 25 districts in 10 different provinces, the Task Team will include a team of District field consultants. The list of the 25 districts is still being finalized and will likely include the following provinces: Gorontalo, Jawa Barat, Jawa Timur, Kalimantan Barat, Kalimantan Tengah, NTB, NTT, Sulawesi Barat, Sulawesi Utara and Sumatera Selatan.Scope of assignmentEach District Field Consultant will be responsible for overseeing 4 - 5 districts with the following assignment: During start up of program (July – Dec 2015)Conduct an assessment of selected ECED policies and programs at the District Level (regulations, staffing, funding, activities, involvement of NGO/ private sector, etc.) to be used as baseline data, using project template.Conduct initial discussions (through on site visits) to nominated districts to inform them about their expected roles and responsibilities (as part of a District Memorandum of Understanding) Conduct initial assessment of potential synergy with existing PNPM Generasi programs at the district level, especially in ECED teacher training. Provide input to the project implementation manual to reflect result of baseline assessment and district consultationWork together with PNPM Generasi District Facilitator to conduct the socialization and planning process into integrated PNPM Generasi program cycle and to socialize the program to relevant district stakeholders.
In addition to the monitoring work, the consultant is expected to coordinate with MoEC, Ministry of Villages, and District governments on the launching of the program at the National and District levels.
During implementation of program (Jan 2016 – Dec 2017)
Regularly monitor and report progress of program activities, based on the agreed-upon Monitoring Manual. Identify and report problems in implementation to Task Team and provide recommendations.
Identify, analyze and report stories of good practices and lessons learned for further dissemination and to inform continuous improvement
Maintain regular, positive communication with relevant stakeholders at the district and provincial levels, including the PNPM Generasi key actors.
Deliverables:
Start-up report containing assessment of supporting conditions (local ECED policies, ECED budget, ECED staffing) and gaps in each of the nominated districts. Report to include recommendations on actions to address the gaps, based on consultation with districts and other stakeholders. Report should provide clear, specific input that can be used to improve implementation manuals.
Timely and informative progress reports based on monitoring visits and using the Monitoring Manual. Progress reports to include clear analysis of districts’ progress and gaps, as well as recommendations for addressing problems.
In addition to producing the above reports, the consultant is expected to contribute in the organizing of National and district launch workshops and to maintain regular, positive communication with National, Provincial and District stakeholders.
All reports should have a summary in English.
Length of assignment:
Initial contract will be for 100 days and renewable based on satisfactory performance. The assignment will involve frequent visits to participating districts.
Successful consultant can be based in Jakarta or outside Jakarta. Regular coordination meetings will be organized in Jakarta.
Minimum Requirements:
Master’s Degree with 2 years of experience or equivalent combination of education and experience (e.g Bachelor Degree with min 10 years relevant experience)
Familiarity with key National Policies in ECED
Familiarity with ECED programs in Indonesia’s decentralized context.
7-10 years relevant work experience in community development, communication or other relevant field
Previous experience working/coordinate with the National and/or local government is an advantage
Previous experience working and familiarity with Indonesia’s diverse cultural landscape is an advantage
Basic competence in written and spoken English
Ability to work as part of a team
Willingness to travel intensively to assigned districts.
Reporting:
The consultant will work under the direct supervision of the Monitoring and Evaluation Coordinator and report to the Senior Education Specialist in the World Bank Office Jakarta.
