Abstract
This study aims to investigate the factors which influence the recruitment and maintenance of the
educational staff of Sistan and Baluchestan Province, Iran. First of all, a review of the related
literature is carried out. Then, a questionnaire is designed with a view to the goal of the study, and is
distributed among a sample of 214 people from the educational staff of Sistan and Baluchestan
Province population. The collected data are analyzed by the use of the statistical software, SPSS, at
a 95% confidence level. Finally, the analyzed data show that the most important factors influencing
the recruitment and maintenance of the human resources (HR) according to the given population are
as follows: job security, welfare facilities, reliability, organizational houses, consumer cooperative
companies, social status, education continued at a higher level, payment received compared to other
organs, more duties to perform.

1-Introduction:
Success or failure of an organization depends totally on the way it recruits and maintains its HR
(jazani, 2009). Nowadays, the issue of HR recruitment and maintenance in the area of public
management centers on the idea that HR management as well as HR quality improvement play
significant roles in the public management system. Some scholars believe that education builds the
future society. The education system nurtures humans, and humans build their own societies.
Scholars therefore believe that the most important and fundamental way for resolving many
individual, social, economical and political issues lies in the hands of the education system. The
issue of HR maintenance is closely associated with job satisfaction (Mesbahi ,1996) in that a higher
job satisfaction reduces the rate of job abandonment (Yang 2008).SeyedJavadin (2008), a
management scholar, pointed out that “Nowadays the organizational development lies in the proper
HR recruitment; and since humans perform their different duties on special occasions, HR planning
play a significant role in filling the gap of job abandonments, retirements, promotions, disablements,
new posts, work force diversity, … in that it helps select and replace labor from external sources or
internal ones to secure the organizational progress in the future”.
2- HR Recruitment and Maintenance
HR management is in fact the human aspect of management (Abtahi 2010). Recruitment and
maintenance are two separate concepts. The first deals with the recruitment of staff in which
management plays a significant role. Recruitment can be defined as the act of exploring for HR,
selecting the eligible individuals, and encouraging them to assume responsibilities in the
organization (Sattari 1976). Maintenance can be defined as the act of maintaining individuals in

Penelitian ini bertujuan untuk mengetahui faktor-faktor yang mempengaruhi perekrutan dan pemeliharaan
tenaga kependidikan Sistan Baluchestan dan Provinsi, Iran. Pertama-tama, review terkait
literatur dilakukan. Kemudian, kuesioner dirancang dengan maksud untuk tujuan penelitian, dan
didistribusikan di antara sampel dari 214 orang dari tenaga kependidikan Sistan Baluchestan dan
Provinsi penduduk. Data yang terkumpul dianalisis dengan menggunakan software statistik, SPSS, pada
tingkat kepercayaan 95%. Akhirnya, data dianalisis menunjukkan bahwa faktor yang paling penting yang mempengaruhi
perekrutan dan pemeliharaan sumber daya manusia (SDM) sesuai dengan populasi yang diberikan adalah
sebagai berikut: keamanan kerja, fasilitas kesejahteraan, kehandalan, rumah organisasi, koperasi konsumen
perusahaan, status sosial, melanjutkan pendidikan di tingkat yang lebih tinggi, pembayaran yang diterima dibandingkan dengan
organ, lebih banyak tugas untuk melakukan.

1-Pendahuluan:
Keberhasilan atau kegagalan suatu organisasi tergantung sepenuhnya pada cara merekrut dan mempertahankan HR
(jazani, 2009). Saat ini, isu perekrutan SDM dan pemeliharaan di bidang public
pusat manajemen pada gagasan bahwa manajemen SDM serta peningkatan kualitas SDM memainkan
peran penting dalam sistem manajemen publik. Beberapa ahli percaya bahwa pendidikan membangun
masyarakat masa depan. Sistem pendidikan memelihara manusia, dan manusia membangun masyarakat mereka sendiri.
Oleh karena itu sarjana percaya bahwa cara yang paling penting dan mendasar untuk menyelesaikan banyak
individu, sosial, isu-isu ekonomi dan politik terletak di tangan sistem pendidikan. The
masalah pemeliharaan SDM sangat erat kaitannya dengan kepuasan kerja (Mesbahi, 1996) bahwa yang lebih tinggi
kepuasan kerja mengurangi tingkat ditinggalkan kerja (Yang 2008) .SeyedJavadin (2008), seorang
sarjana manajemen, menunjukkan bahwa "Saat ini pengembangan organisasi terletak pada tepat
rekrutmen SDM; dan karena manusia melakukan tugas yang berbeda pada acara-acara khusus, perencanaan SDM
memainkan peran penting dalam mengisi kesenjangan pengabaian kerja, pensiun, promosi, disablements,
pesan baru, keragaman tenaga kerja, ... dalam hal ini membantu pilih dan mengganti tenaga kerja dari sumber eksternal atau
yang internal untuk mengamankan kemajuan organisasi di masa depan ".
2- HR Rekrutmen dan Pemeliharaan

pemeliharaan adalah dua konsep yang terpisah. Transaksi pertama dengan perekrutan staf di mana
manajemen memainkan peran penting. Rekrutmen dapat didefinisikan sebagai tindakan eksplorasi HR,
memilih individu yang memenuhi syarat, dan mendorong mereka untuk memikul tanggung jawab dalam
