Failure to utilise the considerable investment of public money represented by the
facilities provided by the forty-odd Television/Audio-Visual Services of one kind
or another which exist now in the field of higher education, should not be put down
to the innate conservatism of the British academic - as is commonly done by the staffs
of the Television Services. Extensive research carried out into the use of television
by American universities shows not only the same situation as here but worse.
Many American institutions whose administrations made substantial efforts to 'push'
the utilisation of their expensive investment in audio-visual technology by effectively
forcing departments to try developing courses based on television teaching, a
power fortunately not possessed by anyone within British university structures, have
since reduced or even abandoned their commitment even to the maintenance of Television/Audio-Visual Services. In practice such a process of withdrawal has also
begun to happen in Britain. In the course of the enforced financial stringency of
the mid-1970s, universities with the longest established Television Services, such
as Leeds, have decided upon the evidence of internal enquiries, that so far from
television having proved itself popular with members of the teaching staff and a
medium capable of quantitatively assisting in the teaching process, the opposite was
the case. It was proved to have been (apart from Medicine) an expensive and peripheral
extra. Accordingly, the original development plans for the building up of
Television Services were drastically cut back and opportunities offered by staff
movements were avidly taken up in order to actually reduce the existing establishments
.
The crux of the internal enquiries into the contribution of the Television Services
was the inability either to find courses where television has already played an
essential role in the teaching of a subject, or the inability to find departments
which, even after years of co-existence with the facilities and personnel of these
services on their doorstep, were prepared to express faith in the future utility of
television for their own area, in terms which went beyond the occasional, specialized
or personal use. In brief, very few university departments, practically none outside
the medical schools, have found sufficient reasons after many years of being offered
the use of the medium, to assign any priority to the maintenance or development of
Audio-Visual Services on account of their ability to contribute effectively to the
solution of their teaching problems, even in a period of constricted resources. The
internal University enquiries bore out only too well the belief of J. Cowan, in surveying
the position of Television Services from the inside, in 1974: fIt is time
for educational technologists to realise that they are making a minimal impact in
