Perceptions: General public, migrants and other relevant stakeholders views towards migrants and their rights. The objective of this section is to identify the perception of the general public, migrants and relevant stakeholders toward migrants and their rights, with particular focus on victims of trafficking and migrant domestic workers. Relevant studies, surveys and poll should be identified (if available), media covering monitoring and interviews with relevant stakeholders undertaken (refer to methodology).
General public
Migration opinions, reporting trends and discourse at country level about migrants and their rights.
Prevalence of racism and xenophobia towards migrants; in particular, victims of human trafficking and migrant domestic workers.
Prevalence of discrimination (employment, education, health, housing, etc.) towards migrants; in particular, victims of human trafficking and migrant domestic workers.
Media coverage of migration, migrants, victims of trafficking and migrant domestic workers.
Migrants
Depending on existing research undertaken in the country, this information would constitute baseline information for subsequent focus groups with migrants.

Opportunities and challenges in national legislation, polices, regulations and complaint mechanism to protect migrants.
Opportunities and challenges in programmes and measures to provide migrants with humanitarian assistance, access to public social services and social inclusion.

Relevant stakeholders: Mapping of key institutions, actors and services related to migrants and in particular victims of human trafficking and migrant domestic workers. The objective of this section is to identify main actors involved in policy making and policy agenda on protection and assistance measures for victims of human trafficking and labour migration with focus on migrant domestic workers.

Governmental institutions adopting and implementing migration related regulations and policies, receiving complaints and providing services, etc.
Non-governmental organizations working with victims of human trafficking and migrant domestic workers implementing advocacy activities for the protection of migrants, awareness raising campaigns promoting the rights of migrants and providing services.
Trade unions, migrants organizations working on advocacy, awareness raising and provision of services to migrants.
Private agents involved in the migration (recruitment/placement) process.
Roles, strengths, and weaknesses of relevant stakeholders.

Conclusions and recommendations.
The objective of this section is to draw upon the prior objectives to identify and summarize the main legal and policy challenges for the protection of rights of migrants and opportunities and challenges for subsequent awareness raising and advocacy activities
Main risk and vulnerabilities faced by victims of trafficking, as well as regular and irregular migrant domestic workers.
Main legal and policy challenges for effective protection, decent work conditions and access to public social services for migrants; in particular, victims of human trafficking and migrant domestic workers.
Opportunities and challenges for subsequent advocacy activities for concrete improvement and development of rights-based policy and legislative framework in the area of migration, labour, and anti-trafficking policies.
Opportunities and challenges for subsequent awareness raising activities on the rights of migrants, prevention of abuses and risk such as those posed by labour exploitation and different forms of human trafficking, as well as those posed by racism, xenophobia and discrimination.

Methodology
The methodology for this study will combine review of secondary data with key informant interviews.
Researchers will collect information from relevant secondary data sources and official documents. A bibliographic review and analysis of these sources will be prepared as an Annex.
Interviews will gather relevant stakeholders views on the opportunities and challenges in the national legislation, polices, regulations and complaint mechanism to protect migrants and in programmes and measures to provide migrants with humanitarian assistance, access to public social services and social inclusion.

Outputs
Data collection plan (data collection events and logistics).
Draft report. Deadline by 30 May 2015.
Final report. Deadline by 15 June 2015.

The selected consultant might be part of the Independent Evaluation Committee selecting the small scale projects.
The expected output is a succinct country profile/overview on the situation of migrants and their rights according to the outline above. A report template will be issued to the researchers. The profile should be a minimum of 30 pages and a maximum of 40 pages plus annexes.
All consulted resources should be accurately cited and noted using footnotes or endnotes.

Performance evaluation
Contractor’s performance will be evaluated using key performance criteria: e.g. rigor, stakeholder consultation, accuracy, timeliness, and quality of the products (coherence, clarity, and usability).

Quality/content control
IFRC will have editorial control over the final version of the Report. The design of the Report shall be taken into most serious consideration as it is produced for further publishing.

Required qualifications
University degree in economics, sociology or related subject, preferably at the PhD level; Proven experience in policy research, analysis and recommendations in the field of migration, employment and gender; Excellent knowledge of the (country) policy context, with a particular reference migration and socio-economic development; Working experience with UN or other International Organizations and Donors in the area of research and analytical report development; Excellent (language) writing skills.
