The commands that switch the logical communications channels onto
different physical time slots are issued only by the host exchange. The access
network can only request a switch-over and acknowledge commands from the
exchange. Either side can reject a switch-over, but the message to do so must
indicate the reason for the rejection. Rejections, like all other switch-over
messages, must also identify a physical communications time slot. All switchover
messages are also numbered so that it is possible to identify the two copies
of the messages that are sent over the two physical time slots used by the
protection protocol.
