departments or libraries. Or they may fear that their jobs will be vulnerable if the selected
outcomes are not met. All of these concerns are valid and must be addressed by you and
by the members of the management team.
Any change can cause stress for people, and outcome measurement definitely is a change. Participants in workshops on outcome measurement report that the most difficult part of the process is coming to terms with the radical paradigm shift from focusing on what we do to focusing on the benefits for the users. If there is too much stress around implementing outcome measurement, the workforce (staff and volunteers) will be resentful, resistant, and ineffective.
