JUDUL : IMPLEMENTASI PERATURAN DAERAH KOTA SEMARANG NOMOR 14 TAHUN 2011 TENTANG RENCANA TATA RUANG WILAYAH KOTA SEMARANG TAHUN 2011-2031 (STUDI KASUS PENATAAN RUANG KAWASAN SIMONGAN)
Penataan ruang merupakan proses perencanaan tata ruang dan pemanfaatan ruang kawasan untuk mengendalikan pembangunan. Perencanaan tata ruang Kota Semarang sendiri diatur dalam Peraturan Daerah Kota Semarang Nomor 14 Tahun 2011 Tentang Rencana Tata Ruang Wilayah Kota Semarang Tahun 2011-2031. Implementasi peraturan daerah ini sulit untuk dilakukan, seperti yang terjadi di Kawasan Simongan, Kecamatan Semarang Barat. Kawasan Simongan disebutkan sebagai kawasan peruntukan permukiman, kawasan perdagangan dan jasa, bukan sebagai kawasan industri. Namun pada kenyataannya terdapat 12 perusahaan yang berada di kawasan tersebut. Terdapat penolakan dari pengusaha, pekerja pabrik dan masyarakat terhadap kebijakan ini, karena kebijakan membawa pengaruh dalam bidang social dan ekonomi. Langkah dari Pemerintah Kota Semarang agar pengusaha bersedia merelokasi pabriknya yaitu dengan tidak mengeluarkan izin usaha industri untuk industri di Kawasan Simongan. Terdapat beberapa factor yang mempengaruhi pelaksanaan kebijakan ini, yaitu sumber daya, strategi actor pelaksana, karakteristik lembaga dan penguasa, respon masyarakat dan kelompok sasaran serta kepatuhan kelompok sasaran.

TITLE: IMPLEMENTATION OF CITY SEMARANG REGULATION NUMBER 14 OF 2011 CONCERNING Spatial Plan SEMARANG CITY YEAR 2011-2031 (CASE STUDY AREA LIVING ARRANGEMENT Simongan)
Spatial planning is the process of spatial planning and space utilization to control the development of the region. Spatial planning Semarang itself is set in Semarang City Regional Regulation No. 14 of 2011 on Spatial Planning Semarang City Year 2011-2031. Implementation of these regulations is difficult to do, as it happens in Simongan Region, District of West Semarang. Simongan region is mentioned as a settlement area of allotment, the trade and services and not as an industrial area. But in fact there are 12 companies located in the region. There is resistance from employers, factory workers and the public against this policy, because the policy had an impact on the social and economic fields. Steps from Semarang City Government that employers are willing to relocate their factories namely by not issuing permits for industrial enterprises in the industry Simongan Region. There are several factors that affect the implementation of this policy, the resources, the actor implementing the strategy, the characteristics of the institutions and authorities, public response and target groups as well as compliance with the target group.
