Prices rose much faster on drugs than on other goods, andpharmaceutical profitability levels topped those of all other industries.59The unsuccessful Hart Bill of 1993 and Affordable Prescription Drugs Actof 1999 proposed compulsory licensing of health related patents in variouscircumstances, such as unreasonable pricing. In 2000 and 2002, PresidentClinton and President Bush, respectively, blocked the implementationof bills that would have enabled prescription drug wholesalers to importdrugs from countries where they are cheaper
