I don't think you can argue that the Cold War had a deliberate "purpose" by official doctrine, as when a shooting war is declared , for the purpose of defeating a particular enemy.
"Cold War" is more a description of a state of the world during a certain period.
What it means is that rather than fight each other directly in what would probably lead to a full-scale nuclear exchange, the US & USSR engaged in a number of proxy wars around the world, where Communist/Soviet backed forces fought against established governments backed by the US and other Western powers.
It also refers to the ongoing propaganda war and diplomatic brinksmanship between the two power blocs, particularly in Europe where East literally met West.
