costs in any manner the Tribunal thinks fit;
l. order any party to provide security for all or part of any
amount in dispute in the arbitration;
m. proceed with the arbitration notwithstanding the failure
or refusal of any party to comply with these Rules or
with the Tribunalʼs orders or directions or any partial
award or to attend any meeting or hearing, and to
impose such sanctions as the Tribunal deems
appropriate;
n. decide, where appropriate, any issue not expressly or
impliedly raised in the submissions filed under Rule 17
provided such issue has been clearly brought to the
notice of the other party and that other party has been
given adequate opportunity to respond;
o. determine the law applicable to the arbitral proceedings;
and
p. determine any claim of legal or other privilege.
