The Empowering Indonesian Women for Poverty Reduction Program or Maju Perempuan Indonesia untuk Penanggulangan Kemiskinan (MAMPU) Program is funded by the Government of Australia through the Australian Aid Program in the Department of Foreign Affairs and Trade (DFAT). The MAMPU Program supports networks and inclusive coalitions of women’s and gender-interested organizations, and parliamentarians (the MAMPU partners) to influence government policies, regulations and services, and in selected private sector arenas. Ultimately, this work aims to improve the access of poor women in Indonesia to critical services and programs.

The MAMPU program focuses on five thematic areas:

Improving women’s access to government social protection programs; Increasing women’s access to jobs and removing workplace discrimination; Improving conditions for women’s overseas labor migration; Strengthening women’s leadership for better maternal and reproductive health; Strengthening women’s leadership to reduce violence against women.

The MAMPU Program is managed by Cowater International. A team of technical and operational staff from Cowater International is based in the MAMPU office in Jakarta and works closely with MAMPU partners, DFAT, and the program’s key counterpart in the Government of Indonesia –BAPPENAS (State Ministry for National Development Planning).

One of the long-term goals of MAMPU is to increase access to livelihoods for poor women in Indonesia. Key principles of the MAMPU Program include strengthening civil society Partners, networks and coalitions to advocate for policy change in addition to generating evidence to strengthen policy-making. To meet this need, MAMPU is seeking an Economic Empowerment Coordinator to be responsible for drafting and coordinating MAMPU’s economic empowerment strategy.

At a broader level, the Australian government is supporting women’s economic empowerment across its aid program. The comprehensive strategy covers gender analysis of jobs and employment trends, participation in global and regional dialogue on women’s economic empowerment, increasing access to formal employment (including through Australian trade and investment), protection and empowerment of female migrant workers, women in agriculture, and women in vulnerable employment in the informal sector. The strategy also recognizes that women in vulnerable employment need access to social protection to keep them above the poverty line. Within this strategy, MAMPU along with other DFAT-funded programs, contributes to outcomes in the protection and empowerment of female migrant workers, and women in vulnerable employment in the informal sector, and increasing access to social protection. MAMPU also supports women leaders to contribute to national and regional dialogue on women’s rights, including the rights of women in vulnerable occupations.

Position: Economic Empowerment Coordinator Location: Jakarta Report to: Team Leader Duration: January 2015 – June 2016

Specific Duties: Under the overall direction of the MAMPU Team Leader, the Economic Empowerment Coordinator is part of the MAMPU senior management that will be responsible for:

Develop the MAMPU economic empowerment strategy through broad stakeholder consultation. Produce a detailed workplan of priority activities based on the agreed economic empowerment strategy. Coordinate and manage MAMPU’s economic empowerment strategy, including having regular consultations with MAMPU partners, DFAT, BAPPENAS, and other relevant stakeholders. Liaise with staff on other DFAT programs to help ensure a coordinated approach to achieve the results of the overall strategy and share information. Identify outcome indicators to monitor MAMPU’s progress in contributing to women’s economic empowerment. Help identify other potential opportunities and suitable partners that would contribute to the identified outcomes of MAMPU’s economic employment strategy - for example in ways to give migrant workers more control over the use of remittances. Assess the potential for MAMPU to collect qualitative or quantitative data that would complement the work of others in gaining a better understanding of employment trends – especially in the informal sector – to help government stakeholders prepare employment or social protection policies. Prepare and oversee the implementation of studies to identify practical or logistical barriers to poor women accessing formal sector opportunities that might be addressed with community-based solutions. Work with the monitoring and research teams to identify refine relevant evaluation questions and provide input to research proposals and reports related to women’s economic empowerment. Overseeing and ensuring timely and quality implementation of MAMPU’s access to employment thematic area. Provide support to the Team Leader to ensure the Economic Empowerment strategy is realised and produces results in a timely manner, within budget framework and according to DFAT policies and procedures. Establishing strategic partnership with relevant partners on economic empowerment. Ensure timely contribution to the development of MAMPU annual work plans and progress reports. Coordinate all technical elements relating to the MAMPU's Economic Empowerment agenda and monitor activity implementation.

Qualifications Required:

Tertiary qualification in Economics, ideally with a specialization in Labour Economics or Behavioral Extensive experience in rural livelihoods Applied knowledge and practical experience in working with civil society organisations; Well-developed interpersonal and liaison skills; Practical experience working on gender-related activities is an asset; Experience developing the capacity of civil society organizations considered an asset; Fluency in English and Bahasa Indonesia is essential; Experience in Indonesia is essential.
