Nutrition North Canada targeted the supply chain at the level of the retail outlet. Rather than subsidizing transportation of food products to the north, wholesalers and retailers who already shipped large volumes of consumer products to northerncommunities were provided with federal funding. Savings experienced by retailers were to be passed on to consumers. This strategy inherently favored larger companies withadequate buying power to negotiate reduced shipping costs. Proposed changes to criteria for product eligibility were controversial, primarily among residents of communities in northern Canada, because only the shipments of perishable foodsdeemed nutritious were to be subsidized. Eligibility criteria for nutritiouswere drawn from Eating Well with Canada's Food Guide. Implementationof NNC was planned for April 1, 2011. After reports of rapidly increasing prices for items no longer eligible for subsidy and subsequent public outrage, the Canadian government elected to delay the implementation to October, 2012. On July 30, 2013, Canada's Auditor General announced that he would be reviewing the NNC program; release of the report was expected in fall, 2014.
