At the heart of the CMI are 5 interrelated core components: multilevel leadership, managedresources, engaged data, responsive plans and planning, and networked partnerships.These components are crucial to the program’s existence and essential for progress regardlessof funding because they are the more tangible building blocks that funders and others canapply to guidance documents, technical assistance, and best practices on infrastructureimplementation. Similar unelaborated elements were also found to be core to the EMIand supported by the literature review across public health programs.9 An abundance ofliterature has been published in the organizational and public health arena about the individualcomponents. However, there has been little discussion about the interaction of thesecomponents, nor have they been depicted within a schema of public health programinfrastructure leading to capacity and sustainability.
