At the heart of the CMI are 5 interrelated core components: multilevel leadership, managed
resources, engaged data, responsive plans and planning, and networked partnerships.
These components are crucial to the program’s existence and essential for progress regardless
of funding because they are the more tangible building blocks that funders and others can
apply to guidance documents, technical assistance, and best practices on infrastructure
implementation. Similar unelaborated elements were also found to be core to the EMI
and supported by the literature review across public health programs.9 An abundance of
literature has been published in the organizational and public health arena about the individual
components. However, there has been little discussion about the interaction of these
components, nor have they been depicted within a schema of public health program
infrastructure leading to capacity and sustainability.
